Are the bass still biting around any harbors where a 3 year old could practice his reeling them in skills??

Fished AF harbor last week. It was pretty slow, but still fun. If he can get out on one of the Docks, you will have a better chance. They are in there, just not real active yet. Fished mini jigs, two, 1/16oz. hds, about 12 inches apart. Cast out, let sink, then slow reel back !! Good luck !
